 Actually he said " That's one small step for man, one giant Leap for Mankind ". He was obviously supposed to say "a" man, as 'man' and 'Mankind' in that context are the same thing, therefore a redundancy. I've heard Neil say many times that static drowned out the 'a'. I prefer to think he fluffed one of the greatest lines in a species history. So cool. God's sense of humour no doubt.
