 A person can only answer that question for him/her self. Nobody can judge whether someone else does or doesn't.

 A conscience is God a given tool to use morally however people can 'sear their conscience', harden it till it even works in reverse. Like a German army officer who confessed his sin to Hitler as he'd let a Jew go during the war and his conscience later bothered him that he'd done it.
Judgment Day will be interesting - and all paths lead there.
