 One only has to point out the gun laws and the shootings in Chicago to knock Maggie's comment out of the water!
Thank God that Good Samaritan was there and armed, or the trooper would probably be dead...... and maybe the others too, if they tried to intervene without a gun.

 Sadly, in those crime ridden cities, even staying in your house is not safe. Bullets go through windows and even walls, as evidenced by people being killed inside their own homes by drive by shootings.
