You can add Decatur and East St. Louis to Chicago on that list. Otherwise, I know from talking to folks here, it is not that easy to get food stamps downstate, rural areas. Maybe all the finances are being used in the cities?
I'm just glad I don't live in Chicago, and I certainly have no intention of visiting there anytime soon!

I remember reading, years ago, about the DCFS system in Illinois being corrupt, especially up in the Chicago area. The social workers kept names on their case loads and did not help families get back together and off their case loads because if they didn't carry a big ones, staff might be cut.
It all blew up when a child who was in the care of DCFS had died, but the case worker still said she had been checking on her every week or so, AFTER her death.
Perhaps the food stamp supervisors are the same way? They need to keep as many people as possible in the system, else they might find their jobs cut.
