 When I came to CA in 1971 they had a similar thing here. It boiled down to a hoop to jump through since public health would not deny anyone and first trimester abortions were performed at their facility (at least in this county). I believe NY had similar legislation becasue in those days women seeking abortion would often go to one of these states.
