 Studies of gunfights tend to show that at distances over 8 feet, there's a whole lotta missing going on. If you measure out 8 feet, you'll see that it's just not that far.

I would hope that someone who's carrying would have studied these things, would know to take whatever cover is available, take his/her time and put a few rounds into main body mass.
