I think our government needs to be "regulators" because they regulate more than they govern. You are so right also, none of them live on a budget like we do.
I recall one politician who said he was going to eat on a normal family's budget for a week....... I believe it was to prove it isn't enough......... but we know he had no idea how to budget and shop, so it was just a publicity stunt.
Personally, I do read labels and it affects what I buy. I check the sodium content. Canned vegetables and processed meats are OUT OF SIGHT with added sodium.

Can you supply any evidence for this?

And if you do, is it marginal cost?

Manufacturers revamp labels with some regularity.
Who picks up the cost when Kraft puts out a new mayo label trumpeting NEW! IMPROVED!

I rather suspect it costs a lot more to downsize containers as happens frequently than to change labels.

The smaller containers are, of course, just a tactic to hide price increases.
