Hullo, I have seen this unusual hibiscus around here too [Qld Australia]. Checked and found following information as set out below - think it correctly identifies flower [tropical hibiscus plant]. Hope it helps.

Botanical Name: Hibiscus rosa seninsis El Capitola Sport of Sport
Common Name: Orange Lion's Tail or Poodle Tail
